Glossary

Billing Month - Month when the meter is read, typically the last day of the period billed. For example, the billing period May 3 - June 2, is considered a June bill.

Fuel Cost Recovery - Electricity and the fuel to make it are generally charged separately. Your bill, unless you use real-time pricing, will reflect charges from both your rate and from the Fuel Cost Recovery Schedule (FCR). The fuel is passed through at cost. Periodically fuel price adjustments are submitted to the Public Service Commission for approval.

Summer - June through September.

Winter - October through May.

Hours Use of Demand (HUD) - Monthly kWh's divided by the billing demand for the month. For example: 25,000 kWh's divided by a billing demand of 100 kW would be 250 Hours Use of Demand, or 250 HUD. A one-shift operation, running 5 days a week, is approximately 200 HUD.

On-peak or Off-peak Hours - These hours vary with different tariffs.

For the off-peak rate schedules, shown in the evening or nighttime business section, the on-peak hours are from 2:00 p.m. until 7:00 p.m., Monday through Friday, for the calendar months of June through September. Most other hours, including all of the winter months, are off-peak. Whether or not an account is better on a time-of-use rate schedule often has to be analyzed on a case by case basis. The evening or nighttime business section is intended to give an indication of when a time of use rate schedule might be better and which time of use rate schedule would be appropriate.

The Off-Peak (OP-5) Rider, should be added to the PLS, PLM and PLL Rate Schedules if off-peak demand is greater than on-peak demand and the HUD is greater than 215. For OP-5, the on-peak hours are from 7:00 a.m. until 10:00 p.m., Monday through Friday, for the billing months of June through September. All other hours, including all of the Winter billing months are off-peak.

The Variable Off-Peak (VOP-3) Rider, should be added to the PLS, PLM and PLL Rate Schedules if off-peak demand is greater than on-peak demand and the HUD is greater than 215. For VOP-3, there are a series of five different eight-hour periods of on-peak hours on Monday through Friday for the billing months of June through September. The earliest on-peak period is from 10:00 a.m. until 6:00 p.m. and the latest is from 2:00 p.m. until 10:00 p.m. All other hours, including all of the winter billing months, are off-peak.
