Preparing for growth while protecting the state we all call home
As Georgia grows, this pledge reaffirms our commitment to serving the interests, the communities, and the priorities of our 2.8 million customers.
We will continue to take action to keep rates stable and predictable. Rising costs and demand for energy would normally call for a rate increase, but instead, new large-energy users are paying for the infrastructure built to serve them. That’s why our base rates are frozen through at least 2028.
After the rate freeze ends, incremental revenue from large-energy users is projected to produce at least an additional $102 in annual savings for the typical residential customer using an average of 1,000 kilowatt hours per month. These savings are on top of the recently approved rate reduction of more than $50 per year for the typical residential customer. That's what we mean when we say, "They pay more, so you pay less."
We will continue to require large-energy users driving new demand to pay the full cost of serving them. New users of 100 megawatts or more, including data centers, pay for the infrastructure they require, sign long-term contracts of 15 to 25 years, pay a monthly minimum bill whether or not they use power, post collateral, and owe a substantial termination payment if they end their service before their contract expires.
We will not let growth compromise the strength or stability of the grid. New infrastructure built to serve growth and large-energy users will provide additional resiliency and reliability for all customers, and our system studies confirm that existing residential and small business customers are protected.
Additionally, our Integrated Resource Plan lays out what we need to do to deliver reliable and affordable energy for our customers over the next 20 years. For example, we are adding more than 1,000 miles of new transmission and are investing billions in smart-grid technology that reduces the frequency and duration of outages. More growth leads to a stronger, more resilient grid.
We work to minimize disruption and treat every property owner with fairness and respect. We don't just work in Georgia's communities— we live here too, alongside our friends and families. As we strengthen and expand the grid, we lead with early outreach, direct engagement, and transparent communication.
We pursue voluntary agreements and provide compensation that reflects more than fair market value for properties. We comply with all state regulations, including the public information meetings that inform affected owners and answer their questions. We are responsible stewards of our customers' money because paying exorbitant amounts for easements or property ultimately raises rates for everyone.
We will enhance and maintain a diverse, resilient and reliable energy portfolio across multiple sources, including nuclear, hydro, natural gas, coal, solar, and battery storage. Plant Vogtle in Waynesboro, Georgia, is now the largest source of clean energy in the country, providing reliable nuclear power that will serve our state for generations to come. We operate one of the nation's largest voluntary renewable portfolios, with 4,900 megawatts online and another 5,100 megawatts in development. New natural gas units are rising on the sites of retired coal plants, bringing jobs and new investment to those communities.
We will continue our legacy as A Citizen Wherever We Serve, protecting the natural resources and communities that make Georgia unique. We conduct proactive environmental reviews designed to meet or exceed every standard and align new power lines with existing corridors where possible to limit disruption to communities and ecosystems.
We will continue to invest in the people who live here, widening access to economic opportunities, expanding Science, Technology, Engineering, and Math (STEM) education, and building the workforce for Georgia's high-demand careers—work that helped drive more than 18,000 jobs and $8.7 billion in new investment across the state in 2025.
