Solar companies often assist with the application and interconnection process when installing behind-the-meter solar on behalf of Georgia Power customers. 

To help aid that process, we've compiled the below resources to to ensure a smooth interconnection process for our mutual customer.


Installation and Interconnection Requirements

We strongly recommend submitting applications as early as possible – before construction begins – to allow for a thorough review of potential system impacts. Customers should refrain from purchasing any facility equipment or starting construction until Georgia Power has reviewed the application and confirmed how the facility can be integrated with existing Georgia Power equipment and service

Interconnection Process

1. Submit Interconnection Application

PowerClerk is the primary source for your project status and updates throughout the interconnection process.

2. Application Review & Project Refinement

A Georgia Power Project Manager will review the application and approve it if no edits are needed.

 

If edits are required, the project will be returned and any edits or updates are needed will be noted.

3. Installation of Solar Panels

Installer will notify Georgia Power via PowerClerk that installation is complete, the system has passed county inspection, and the project is ready for witness testing.

4. Interconnection Agreement

The customer will receive a copy of the interconnection agreement via their email through DocuSign. The agreement will need to be reviewed for accuracy and signed electronically.

5. Meter & Witness Test

A Georgia Power meter reader and Third-Party contractor will visit the location of the solar installation to perform the witness test and reprogram the meter to bi-directional.

6. Permission to Operate

Once all steps have been successfully completed, the customer will receive an email from Georgia Power granting permission to turn their system on and begin generating.

Behind-the-Meter Solar Programs

RNR Instantaneous Netting program allows customers to be compensated for excess solar production sent to the Georgia Power grid.

 

Energy Offset program allows customers to maximize the amount of energy they offset with no system size limitations.

 

Solar systems that meet the requirements to participate as a Qualifying Facility may sell the excess or 100% of the solar generation to Georgia Power. For more information about the Qualifying Facilities program, you can visit our Qualifying Facilities page.

RNR Instantaneous Netting

Excess energy generated by a participating customer’s solar panels are credited at the annual Solar Avoided Energy Cost Rate plus an additional 4¢ per kilowatt hour (kWh), summed on a monthly basis and then will be used to reduce the customer’s total monthly bill. To move forward with installation and connection to the grid, customers will need to sign an RNR Instantaneous (RNR) Service and Interconnection Agreement.

 

System limitation size of less than or equal to 10 kW AC.

 

This program is currently open for participation as further detailed in the RNR Tariff

 

Customers are required to register their systems and ensure they meet the Interconnection Requirements.

Energy Offset Only (EOO)

This program is ideal for customers who want to install a solar system that helps offset as much of their energy use as possible. It supports systems of any size, giving you the flexibility to design a solution that fits your needs. If your system passes the engineering review without any limitations, you may be able to send any excess energy back to the grid. However, please note that exported energy is not eligible for compensation under this program. In some cases, systems that require non-export controls may also qualify. There are no additional tariffs or bill credits associated with participation. To move forward with installation and connection to the grid, customers will need to sign an Energy Offset Only (EOO) Service and Interconnection Agreement.

 

Residential projects larger than 10 kW are automatically enrolled in Energy Offset Only.

 

Customers are required to register their systems and ensure they meet the Interconnection Requirements.

How are Interconnection and Witness Test fees paid?

The interconnection fee is added as a line item on the customer's bill after the interconnection process is completed.


What is the cost for an Impact Study?

The impact study will determine if the solar system poses any risks to safety and reliability. At this time, fees are charged to customers only.

 

Projects less than 250kW AC will not be charged an impact study fee

Projects greater than 250kW AC will be charged an impact study fee that ranges from $1,930 – $5,700.

 

The impact study cost for customers connected to our Network Underground is $2,400.

Interconnection Process

1. Initial Interconnection Application

The customer or installer submits basic project information in PowerClerk, including account details, site address, system and installer information, program selection, and an aerial screenshot.

2. Feasibility Analysis & Engineering Review

Georgia Power engineers perform an initial, complimentary Feasibility Analysis of initial materials.

 

Once the results are confirmed, Georgia Power will conduct further technical review to evaluate potential grid impacts and identify any preliminary upgrade needs or constraints.

3. Interconnection Agreement

A Georgia Power Project Coordinator will prepare and issue the Service and Interconnection Agreement for signature. Upon execution and review, the customer may proceed with construction.

4. Construction

After construction is complete, the customer will notify Georgia Power that the facility is ready for witness testing.

 

We strongly recommend submitting applications as early as possible – before construction begins – to allow for a thorough review of potential system impacts and potential costs.

5. Witness Testing

Witness Tests are scheduled and conducted by a Third-Party contractor, who checks the system to ensure that the facility can be safely integrated with existing Georgia Power equipment and service. 

6. Permission to Operate & Online

After an Interconnection Agreement has been executed and the Witness Test has been passed, Georgia Power will issue official Permission to Operate documentation, and the system can officially be turned on and generating.

We have several programs designed to help customers reach their renewable energy goals.

Energy Offset Only (EEO)

This program is designed for customers who wish to maximize the size of their solar installation to offset their energy usage. This program is available for systems of any size, including those greater than 250 kW. If no limitations are identified during the engineering review, the facility may export excess generation to the grid; however, customers will not receive compensation for exported energy. Systems requiring non-export controls may also fall under the EOO designation. Participation in this program does not result in additional tariffs or bill credits. Customers must sign an Interconnection Agreement specific to EOO to proceed with installation and interconnection. To move forward with installation and connection to the grid, customers will need to sign an Energy Offset Only (EOO) Service and Interconnection Agreement.

 

Customers are required to register their systems and ensure they meet the Interconnection Requirements.

How do I apply for Interconnection?

To participate in either program, you must fill out an application using PowerClerk, our interconnection for application tool.

Who should fill out the PowerClerk application?

Applications may be filled out by the installer or the customer and both parties may be granted access to view the project status.

 

All applications will require the Georgia Power customer’s approval and the customer will be required to sign an interconnection agreement.

What information will be required to complete a PowerClerk application?

Information may be entered into the application as it is available, and the application will be automatically saved as changes and updates are made.

 

A completed application will include the following:

  • Georgia Power customer information, including customer name, account number, and facility address. 
  • Facility and technical information, including a one-line drawing and panel and inverter specifications. 
  • If battery storage is included, battery specifications must also be provided. 
  • Installer information. 
  • Local inspection report (if applicable).

What are Georgia Power's requirements for behind-the-meter solar installations?

Distributed energy generators should reference the following documents to ensure their facilities comply with the Company’s safety, reliability, operating and interconnection requirements:

Witness Testing

What is the purpose of a Witness Test?

Witness Tests are conducted on all solar generators on Georgia Power’s distribution or transmission system to ensure generators meet the Company’s safety, reliability, and interconnection requirements.

Who contacts the customer and/or installer to schedule or reschedule the witness test?

For projects less than 250kW AC, the Witness Test is scheduled by a third-party contractor. The contractor will reach out to the person listed as the Witness Test contact provided by the installer with an estimated date and time of arrival to perform the Witness Test.

 

For projects larger than 250kW AC, the Georgia Power project manager will contact the customer and contractor to schedule the Witness Test.

 

For rescheduling a witness test, please ensure the appropriate forms are completed in PowerClerk. We will review the request and reach out if any additional information is needed.

What happens if a project does not pass the witness test?

If a project does not pass the witness test, the installer and customer will be notified of the reason for the failure. and any required corrective actions. Common issues may include equipment settings that do not operate as expected, discrepancies between the installed equipment and the approved one-line diagram, an inverter (or multiple) being inoperable, or other safety and operational requirements identified during testing.

 

Once the necessary corrections have been made, the project will need to be rescheduled in PowerClerk for additional review or witness testing. Final Permission to Operate (PTO) cannot be granted until all identified issues have been resolved and the project successfully meets Georgia Power's interconnection requirements.

When will I receive permission to operate my system after my Witness Test passes?

Once your project has successfully completed the final steps, it will be officially approved and ready to operate. After passing the required testing, updating your meter for two-way energy flow, and finalizing all documentation, your system will be marked as “Online.” At that point, you and your installer will receive an official Permission to Operate (PTO) letter via email, confirming that your system is approved and ready to generate energy.

 

If there are any changes in ownership, system modifications, or additions after the project receives PTO, the contractor or customer must revise the original application in PowerClerk to reflect the changes. A new or amended agreement will be generated for the customer’s signature. Systems must remain off until Georgia Power has given final PTO.

Which site visits are required prior to Permission to Operate?

Each project requires two site visits prior to Permission to Operate:

 

  1. Meter reprogramming performed by a Georgia Power technician.
  2. A witness test conducted by a third-party contractor.

 

The third-party contractor is responsible for scheduling the witness test and will contact the installer-provided witness test contact to coordinate an estimated date and time of arrival. 

Post-Installation Application Updates

What should I do if system details change after installation?

Do not submit a new application.

 

Instead, request edits to the existing application in PowerClerk so the system accurately reflects the installed equipment.

 

Projects may be returned for edits during review if updates are needed, and once corrected, they can proceed through the standard interconnection process.

What if the installer changes after the application has been submitted?

If a new installer is taking over the project, coordination with Georgia Power is required to update their application.

 

A New Contractor Information Form will be provided to the customer for completion before the installer is granted access to their application and submit edits on the customer's behalf. Please provide the customer with an email address that is registered to PowerClerk and we will make sure the project is successfully transferred to your team.
